{"id":31325,"date":"2026-08-05T17:50:29","date_gmt":"2026-08-05T22:50:29","guid":{"rendered":"https:\/\/foreverfutbol.com.ec\/radio\/?p=31325"},"modified":"2026-08-05T17:50:30","modified_gmt":"2026-08-05T22:50:30","slug":"alcalde-de-el-tambo-enfrenta-proceso-por-presunto-peculado-y-podria-recibir-una-pena-de-hasta-13-anos","status":"publish","type":"post","link":"https:\/\/foreverfutbol.com.ec\/radio\/seguridad\/alcalde-de-el-tambo-enfrenta-proceso-por-presunto-peculado-y-podria-recibir-una-pena-de-hasta-13-anos\/","title":{"rendered":"Alcalde de El Tambo enfrenta proceso por presunto peculado y podr\u00eda recibir una pena de hasta 13 a\u00f1os"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">El <strong>alcalde del cant\u00f3n El Tambo, Ren\u00e9 Castillo<\/strong>, permanece vinculado a un proceso judicial por el presunto delito de <strong>peculado<\/strong>, una infracci\u00f3n contemplada en el <strong>C\u00f3digo Org\u00e1nico Integral Penal (COIP)<\/strong> que, en caso de una sentencia condenatoria, establece una pena privativa de libertad de entre <strong>diez y trece a\u00f1os<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La investigaci\u00f3n tambi\u00e9n involucra a un concejal y a un promotor de eventos, quienes cumplen <strong>prisi\u00f3n preventiva<\/strong> mientras avanzan las diligencias. El caso est\u00e1 relacionado con la organizaci\u00f3n de un concierto internacional desarrollado durante las festividades por los <strong>33 a\u00f1os de cantonizaci\u00f3n de El Tambo<\/strong>, en la provincia del Ca\u00f1ar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De acuerdo con la informaci\u00f3n presentada por la <strong>Fiscal\u00eda<\/strong>, el evento habr\u00eda sido contratado por un monto de <strong>50.000 d\u00f3lares<\/strong> mediante un acuerdo suscrito entre el Municipio y el promotor de espect\u00e1culos. Sin embargo, las investigaciones posteriores detectaron presuntas irregularidades relacionadas con la impresi\u00f3n, distribuci\u00f3n y comercializaci\u00f3n de los boletos para el ingreso al concierto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seg\u00fan el informe con indicios de responsabilidad penal elaborado por la <strong>Contralor\u00eda General del Estado<\/strong>, se habr\u00edan emitido <strong>3.200 boletos<\/strong>, cuya venta representaba una recaudaci\u00f3n aproximada de <strong>83.000 d\u00f3lares<\/strong>. Las autoridades sostienen que parte de esos boletos fue entregada al alcalde y a un concejal, mientras que el resto qued\u00f3 bajo responsabilidad del organizador del evento.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Durante el examen especial realizado por la Contralor\u00eda, el alcalde habr\u00eda presentado <strong>1.178 boletos<\/strong> que, seg\u00fan su versi\u00f3n, no fueron comercializados. No obstante, la Fiscal\u00eda se\u00f1al\u00f3 que el destino del resto de las entradas no habr\u00eda podido ser plenamente justificado dentro del proceso de auditor\u00eda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Como resultado de estas inconsistencias, las autoridades estiman que se produjo un <strong>perjuicio econ\u00f3mico cercano a los 49.545 d\u00f3lares<\/strong>, recursos que presuntamente no ingresaron a las cuentas oficiales del Municipio de El Tambo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El <strong>fiscal provincial de Ca\u00f1ar, C\u00e9sar Andrade Maldonado<\/strong>, explic\u00f3 que la investigaci\u00f3n busca determinar si existieron irregularidades en la administraci\u00f3n de los recursos obtenidos por la venta de boletos y si se cumplieron los procedimientos administrativos correspondientes para el manejo del dinero recaudado.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Entre los aspectos que forman parte de las indagaciones tambi\u00e9n consta que la impresi\u00f3n y comercializaci\u00f3n de las entradas aparentemente <strong>no estaban contempladas dentro del contrato original<\/strong>, adem\u00e1s de que no existir\u00eda la autorizaci\u00f3n administrativa necesaria para regular la recaudaci\u00f3n y el ingreso de esos valores a las arcas municipales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El delito de <strong>peculado<\/strong>, establecido en el art\u00edculo 278 del COIP, sanciona a los servidores p\u00fablicos que, aprovechando las funciones de su cargo, se apropien, administren de forma indebida o dispongan arbitrariamente de bienes o recursos p\u00fablicos o privados que est\u00e9n bajo su responsabilidad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La causa continuar\u00e1 durante la <strong>etapa de instrucci\u00f3n fiscal<\/strong>, prevista para un plazo de <strong>90 d\u00edas<\/strong>, periodo en el que la Fiscal\u00eda recopilar\u00e1 nuevos elementos de convicci\u00f3n y practicar\u00e1 diligencias para determinar las responsabilidades de los procesados.
