La medida fue oficializada mediante el <strong>Decreto Ejecutivo N.\u00ba 423<\/strong> y se aplicar\u00e1 en diez provincias y tres cantones del pa\u00eds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las provincias incluidas en la declaratoria son <strong>Guayas, Manab\u00ed, Santa Elena, Los R\u00edos, El Oro, Pichincha, Esmeraldas, Santo Domingo de los Ts\u00e1chilas, Sucumb\u00edos y Azuay<\/strong>. Adem\u00e1s, la disposici\u00f3n abarca los cantones <strong>La Man\u00e1 (Cotopaxi), Las Naves (Bol\u00edvar) y La Troncal (Ca\u00f1ar)<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A diferencia de anteriores estados de excepci\u00f3n, esta nueva medida <strong>no contempla toque de queda<\/strong>. Sin embargo, s\u00ed establece la suspensi\u00f3n temporal de algunos derechos constitucionales para fortalecer las acciones de seguridad y combatir el crimen organizado.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uno de los puntos m\u00e1s importantes del decreto es la suspensi\u00f3n de la <strong>inviolabilidad de domicilio<\/strong>. Esto permitir\u00e1 a las autoridades realizar allanamientos cuando existan indicios de la presencia de grupos armados organizados, armas, explosivos, sustancias sujetas a fiscalizaci\u00f3n u otros elementos relacionados con actividades delictivas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asimismo, se suspende el derecho a la <strong>inviolabilidad de correspondencia<\/strong>, con el objetivo de facilitar la identificaci\u00f3n, an\u00e1lisis y recopilaci\u00f3n de informaci\u00f3n vinculada con los hechos que motivaron la declaratoria de excepci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El documento tambi\u00e9n dispone el empleo e intervenci\u00f3n de las <strong>Fuerzas Armadas<\/strong>, en coordinaci\u00f3n con la <strong>Polic\u00eda Nacional<\/strong>, para mantener el orden p\u00fablico, reforzar la seguridad ciudadana y prevenir actividades criminales en las jurisdicciones se\u00f1aladas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seg\u00fan el decreto, las fuerzas de seguridad podr\u00e1n ejecutar operaciones destinadas a prevenir, contrarrestar y neutralizar acciones de organizaciones delictivas que afecten los derechos y libertades de la poblaci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Otro aspecto relevante es la autorizaci\u00f3n para la <strong>requisici\u00f3n temporal de bienes y servicios de origen l\u00edcito<\/strong> cuando estos sean estrictamente necesarios para garantizar la continuidad de las operaciones de seguridad.
