La medida, anunciada por <strong>\u00c1lex Anchundia<\/strong>, gerente de <strong>Segura EP<\/strong>, responde al compromiso municipal de garantizar un entorno seguro y controlar de manera m\u00e1s eficiente las actividades internas de una de las infraestructuras m\u00e1s concurridas de la ciudad.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Reorganizaci\u00f3n inmediata del personal de seguridad<\/strong><\/h2>\n\n\n\n<p>Luego de que se difundieran agresiones cometidas por guardias de la empresa contratada previamente contra equipos period\u00edsticos, el alcalde <strong>Aquiles Alvarez<\/strong> orden\u00f3 la <strong>terminaci\u00f3n unilateral del contrato<\/strong>, obligando a una respuesta r\u00e1pida y coordinada. Seg\u00fan Anchundia, los guardias involucrados <strong>incumplieron instrucciones oficiales<\/strong> al salir de su \u00e1rea de trabajo, lo que agrav\u00f3 la situaci\u00f3n y aceler\u00f3 la intervenci\u00f3n municipal.<\/p>\n\n\n\n<p>Frente a ello, Segura EP activ\u00f3 un <strong>plan de transici\u00f3n<\/strong> que ya contempla la presencia de agentes propios y guardias de otras compa\u00f1\u00edas que actualmente resguardan bienes municipales. Este contingente tomar\u00e1 control de <strong>86 puntos distribuidos en toda la terminal<\/strong>, puntos que anteriormente eran cubiertos por aproximadamente <strong>300 servidores<\/strong> bajo turnos de 12 y 24 horas.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Prioridades del nuevo modelo de vigilancia<\/strong><\/h2>\n\n\n\n<p>Anchundia detall\u00f3 que la misi\u00f3n de los guardias ser\u00e1 <strong>proteger los bienes p\u00fablicos<\/strong>, mantener el control interno del espacio y actuar de manera profesional ante situaciones de riesgo o conflicto. La instrucci\u00f3n para el nuevo personal es clara: actuar bajo <strong>normativas de respeto, control de conflictos y manejo adecuado de usuarios<\/strong>, aspectos que ser\u00e1n obligatorios en el pr\u00f3ximo proceso de contrataci\u00f3n.<\/p>\n\n\n\n<p>El funcionario enfatiz\u00f3 que Segura EP y el Municipio ya hab\u00edan buscado mejorar los est\u00e1ndares a trav\u00e9s de una <strong>subasta electr\u00f3nica<\/strong> con requisitos m\u00e1s estrictos, como certificaciones de capacitaci\u00f3n y protocolos de actuaci\u00f3n. Sin embargo, el Sercop declar\u00f3 desierto el proceso en junio de 2025, argumentando que los par\u00e1metros eran \u201crestrictivos\u201d. Por ello, la contrataci\u00f3n deber\u00e1 seguir realiz\u00e1ndose mediante el <strong>cat\u00e1logo electr\u00f3nico<\/strong> hasta nuevo aviso.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Avances hacia un nuevo contrato de seguridad<\/strong><\/h2>\n\n\n\n<p>Segura EP prev\u00e9 que entre siete y diez d\u00edas se active un nuevo proceso de adjudicaci\u00f3n para el a\u00f1o 2026, esta vez con \u00e9nfasis en garantizar que la empresa seleccionada pueda <strong>cumplir est\u00e1ndares profesionales<\/strong>, evitar abusos y responder efectivamente a escenarios de alta afluencia. Anchundia indic\u00f3 que este caso debe servir como <strong>precedente<\/strong> para exigir un nivel m\u00e1s alto en las contrataciones p\u00fablicas de seguridad.<\/p>\n\n\n\n<p>Adem\u00e1s, la instituci\u00f3n trabaja en la <strong>identificaci\u00f3n de los agresores<\/strong> mediante sistemas de videovigilancia. Segura EP se sumar\u00e1 a las denuncias de las v\u00edctimas para asegurar que los responsables enfrenten las sanciones correspondientes.
