En este contexto, surge una duda frecuente entre los electores: <strong>\u00bfqui\u00e9nes tienen voto facultativo y qui\u00e9nes est\u00e1n obligados a participar?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A continuaci\u00f3n, presentamos una <strong>gu\u00eda detallada<\/strong> para comprender el voto facultativo, sus beneficios y c\u00f3mo prepararte para ejercer tu derecho de manera responsable y efectiva.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Qu\u00e9 es el voto facultativo<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El <strong>voto facultativo<\/strong> es el derecho que tienen ciertos ciudadanos de <strong>decidir voluntariamente si participan en una elecci\u00f3n<\/strong>, sin que exista una sanci\u00f3n econ\u00f3mica o administrativa por no acudir a votar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En Ecuador, la ley establece que el <strong>voto es obligatorio<\/strong> para ciudadanos entre <strong>18 y 65 a\u00f1os<\/strong>, mientras que fuera de ese rango, la participaci\u00f3n es <strong>voluntaria<\/strong>, pero igualmente valiosa para el proceso democr\u00e1tico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El voto facultativo permite que sectores espec\u00edficos de la poblaci\u00f3n puedan involucrarse en decisiones nacionales de manera <strong>libre y consciente<\/strong>, fomentando la inclusi\u00f3n y participaci\u00f3n de grupos que hist\u00f3ricamente han tenido barreras para ejercer el sufragio.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Qui\u00e9nes pueden ejercer el voto facultativo<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Seg\u00fan la normativa vigente del <strong>Consejo Nacional Electoral (CNE)<\/strong>, las siguientes categor\u00edas de ciudadanos tienen <strong>voto voluntario<\/strong> en la Consulta Popular y Refer\u00e9ndum 2025:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>J\u00f3venes de 16 y 17 a\u00f1os<\/strong>, que a\u00fan no alcanzan la edad obligatoria.<\/li>\n\n\n\n<li><strong>Adultos mayores de 65 a\u00f1os<\/strong>, quienes por edad no est\u00e1n sujetos a sanciones.<\/li>\n\n\n\n<li><strong>Personas con discapacidad<\/strong>, para garantizar su inclusi\u00f3n en el proceso electoral.<\/li>\n\n\n\n<li><strong>Miembros de las Fuerzas Armadas y Polic\u00eda Nacional en servicio activo<\/strong>, quienes tienen restricciones log\u00edsticas para asistir.<\/li>\n\n\n\n<li><strong>Ecuatorianos residentes en el exterior<\/strong>, debidamente empadronados para votar desde fuera del pa\u00eds.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Aunque su participaci\u00f3n es voluntaria, su <strong>voto tiene la misma validez<\/strong> que cualquier otro, contribuyendo a la representatividad y legitimidad del proceso.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Qui\u00e9nes tienen voto obligatorio<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El voto es <strong>obligatorio<\/strong> para los ciudadanos que cumplan con los siguientes requisitos:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tener <strong>entre 18 y 65 a\u00f1os<\/strong>.<\/li>\n\n\n\n<li>Saber <strong>leer y escribir<\/strong>.<\/li>\n\n\n\n<li>Estar <strong>empadronado en Ecuador<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Los ciudadanos que se encuentren en esta categor\u00eda y <strong>no asistan a votar sin justificar su ausencia<\/strong> pueden ser sujetos a <strong>multas establecidas por la ley electoral<\/strong>, asegurando que la participaci\u00f3n ciudadana se mantenga como un deber c\u00edvico.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Beneficios del voto facultativo<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El <strong>voto facultativo<\/strong> cumple varias funciones importantes dentro del sistema democr\u00e1tico:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Promueve la inclusi\u00f3n:<\/strong> votar de manera informada<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Tanto para voto obligatorio como facultativo, es fundamental <strong>estar informado antes de acudir al recinto electoral<\/strong>. El CNE recomienda:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Revisar el <strong>texto completo de las preguntas<\/strong> en la Consulta Popular y Refer\u00e9ndum.<\/li>\n\n\n\n<li>Consultar <strong>papeletas modelo y instructivos<\/strong> disponibles en el portal oficial del CNE.<\/li>\n\n\n\n<li>Identificar previamente tu <strong>opci\u00f3n preferida (S\u00ed\/No)<\/strong> para reducir errores y agilizar tu tiempo en la mesa de votaci\u00f3n.<\/li>\n\n\n\n<li>Verificar tu <strong>ubicaci\u00f3n de votaci\u00f3n y horario<\/strong> asignado seg\u00fan tu registro electoral.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">La preparaci\u00f3n adecuada <strong>garantiza un voto seguro y eficiente<\/strong>, contribuyendo a la transparencia del proceso electoral.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Voto facultativo y su impacto en el pa\u00eds<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El voto facultativo permite que sectores como los <strong>j\u00f3venes y adultos mayores<\/strong> tengan una voz activa en decisiones que afectan a todo el pa\u00eds.
