Entre ellas, el <strong>Movimiento Creando Oportunidades (CREO)<\/strong> ha tomado una postura firme, anunciando su apoyo al <strong>S\u00ed<\/strong> en cuatro preguntas cruciales que buscan reformar aspectos fundamentales de la Constituci\u00f3n ecuatoriana y mejorar el sistema pol\u00edtico nacional.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Apoyo de CREO a la reducci\u00f3n del n\u00famero de asamble\u00edstas<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El 7 de octubre de 2025, durante una <strong>asamblea nacional<\/strong>, CREO resolvi\u00f3 respaldar el <strong>S\u00ed<\/strong> en la pregunta que propone reducir el n\u00famero de <strong>asamble\u00edstas<\/strong>, detallada de la siguiente manera: 10 asamble\u00edstas nacionales; 1 asamble\u00edsta por cada provincia; y 1 asamble\u00edsta provincial adicional por cada 400.000 habitantes seg\u00fan el \u00faltimo censo nacional. Esta propuesta busca una <strong>asamblea m\u00e1s eficiente<\/strong>, con legisladores <strong>comprometidos y capacitados<\/strong>, evitando la improvisaci\u00f3n y fortaleciendo la representaci\u00f3n ciudadana.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Este planteamiento ya hab\u00eda sido promovido por CREO en la <strong>consulta popular de 2023<\/strong>, y la organizaci\u00f3n considera que es un <strong>primer paso hacia un Parlamento m\u00e1s responsable<\/strong>, en el que los representantes se elijan mediante criterios que garanticen <strong>calidad y competencia legislativa<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Impulso a la elecci\u00f3n de candidatos con filtros de calidad<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Dentro de este proceso de reforma, a\u00fan queda por definir el <strong>m\u00e9todo de elecci\u00f3n<\/strong> y los <strong>filtros necesarios<\/strong> para mejorar la selecci\u00f3n de candidatos. CREO ha enfatizado que este es un tema prioritario, con el objetivo de que los <strong>legisladores futuros<\/strong> cuenten con <strong>capacidad t\u00e9cnica y compromiso con el pa\u00eds<\/strong>, asegurando as\u00ed un sistema pol\u00edtico m\u00e1s transparente y eficiente. Durante el inicio de la campa\u00f1a, el movimiento se organizar\u00e1 tanto en <strong>territorio nacional como en el exterior<\/strong>, utilizando el lema <strong>\u201cla Constituci\u00f3n corre\u00edsta al tacho de la basura\u201d<\/strong>, reflejando su rechazo a la influencia de la pol\u00edtica del anterior r\u00e9gimen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Posicionamiento de CREO frente a la seguridad y financiamiento pol\u00edtico<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Juan Fernando Flores, vocero de CREO, destac\u00f3 que el <strong>respaldo al S\u00ed<\/strong> no solo apunta a <strong>reescribir la historia constitucional<\/strong>, sino a establecer <strong>mandatos populares claros<\/strong> en temas fundamentales como la seguridad y la <strong>financiaci\u00f3n de partidos pol\u00edticos<\/strong>. Seg\u00fan Flores, la reforma permitir\u00e1 <strong>depurar el sistema electoral<\/strong>, evitando la existencia de organizaciones pol\u00edticas de fachada que muchas veces funcionan con fines personales o de malet\u00edn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El respaldo de CREO incluye tambi\u00e9n preguntas relativas a <strong>bases militares extranjeras<\/strong> y al financiamiento de organizaciones pol\u00edticas. La intenci\u00f3n es garantizar que el Estado mantenga <strong>control soberano sobre su territorio<\/strong> y que los partidos pol\u00edticos dependan exclusivamente de los aportes de <strong>afiliados y simpatizantes<\/strong>, eliminando la obligaci\u00f3n de financiarse con recursos del <strong>Presupuesto General del Estado (PGE)<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Reforma sobre bases militares y soberan\u00eda nacional<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">CREO apoya la pregunta que propone <strong>eliminar la prohibici\u00f3n de establecer bases militares extranjeras<\/strong> o instalaciones con prop\u00f3sitos militares en el pa\u00eds, as\u00ed como la posibilidad de ceder bases a fuerzas armadas extranjeras bajo acuerdos espec\u00edficos. Este planteamiento busca un marco legal claro para la cooperaci\u00f3n internacional en defensa, garantizando que cualquier acuerdo respete <strong>la soberan\u00eda nacional<\/strong> y contribuya a la seguridad del pa\u00eds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Financiamiento de organizaciones pol\u00edticas y transparencia<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Otro aspecto clave es la propuesta de <strong>eliminar la obligaci\u00f3n del Estado de entregar recursos del PGE a los partidos pol\u00edticos<\/strong>. CREO considera que esta medida fomentar\u00e1 la <strong>autonom\u00eda de los movimientos pol\u00edticos<\/strong>, reduciendo la dependencia estatal y fortaleciendo la <strong>participaci\u00f3n ciudadana activa<\/strong> en la financiaci\u00f3n de las agrupaciones. La intenci\u00f3n es garantizar que la pol\u00edtica se financie de manera \u00e9tica y transparente, evitando la corrupci\u00f3n y los abusos de recursos p\u00fablicos.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Convocatoria a una Asamblea Constituyente<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La cuarta pregunta respaldada por CREO es la <strong>convocatoria e instalaci\u00f3n de una Asamblea Constituyente<\/strong>, cuyos representantes sean elegidos directamente por el pueblo ecuatoriano. Esta reforma busca <strong>redactar una nueva Constituci\u00f3n<\/strong>, la cual solo entrar\u00e1 en vigencia si es aprobada posteriormente en <strong>refer\u00e9ndum<\/strong>. CREO considera que este proceso permitir\u00e1 que los ciudadanos tengan un <strong>rol directo en la construcci\u00f3n del marco legal del pa\u00eds<\/strong>, asegurando que los principios fundamentales reflejen la voluntad popular y las necesidades actuales del Ecuador.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Campa\u00f1a electoral y posicionamiento de las agrupaciones pol\u00edticas<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El Consejo Nacional Electoral (CNE) habilit\u00f3 a <strong>15 organizaciones pol\u00edticas y sociales<\/strong> para hacer campa\u00f1a por la consulta popular y refer\u00e9ndum. De estas, 6 agrupaciones har\u00e1n campa\u00f1a por el <strong>S\u00ed<\/strong> y 9 por el <strong>No<\/strong>, mostrando la diversidad de posiciones frente a las reformas propuestas.
